I also was able to get HCM 9.1 on PeopleTools 8.50.02 working as well. Application Designer, Data Mover and psAdmin.exe all work perfectly now that I'm using 10g (32 bit) on Vista (64 bit).

Of course I had to purchase another 750GB Sata drive, reinstall Vista 64 Home Premium on it, install Oracle 10g 32 bit before installing PeopleTools, CRM 9.0 and HCM 9.1.

It seems that my first try, including Oracle 11g (64 bit) on Vista (64 bit) Home Premium, caused all kinds of connectivity issues with Application Designer, Data Mover and psAdmin.exe. In fact under this setup scenario only the WebLogic webserver actually worked.

Interestingly enough, PeopleTools 8.46.05 Application Designer, Data Mover and psAdmin applications did not work on 10g (32 bit) and Vista (64 bit) Home Premium. I think this issue is related more to Vista 64 changes than to 10g though.

PeopleTools 8.50 Installation On Vista 64

The PeopleTools 8.50 installation for Window Vista 64 bit Home Premium will allow you to setup and run PIA server domains.
